What we do
Our mission is to foster innovation, promote equity, and enrich the learning experience in education across Wales.
Our aim is to support practitioners, learners, and their families throughout their educational experience by commissioning high-quality bilingual resources that support and inspire their learning.
Adnodd works with content creators, educational practitioners, learners and their families to commission and co-create high-quality bilingual resources that support the Curriculum for Wales.
By working collaboratively and strategically with Welsh Government, and colleagues across the educational sector and beyond, our aim is to ensure that all learners and educators have easy access to relevant, bilingual and inclusive materials.
We will:
- Provide strategic oversight of resources available for learners aged 3 to 19.
- Offer an easily recognisable ‘go-to’ service for high-quality, bilingual teaching and learning resources.
- Ensure that resources are accessible, inclusive, relevant and timely and made available at the same time in both Welsh and English.
- Establish a quality assurance framework for the commissioning, development and approval of resources that are fit for purpose.
- Facilitate collaboration across partners and sectors to make the best use of available funds, expertise, knowledge and skills and to enable innovation.
- Promote awareness and use of resources, increasing the benefit and value for learners and practitioners.
- Develop and invest in skills and capacity across Wales in creating, sharing and publishing educational resources.
Our pledge – listening, learning and taking action
From the outset, we will be a listening and learning organisation, and our decisions will be based on evidence and feedback.
Before we publish our first Strategic Plan – which will outline what we will be doing and when – we will work with our partners and stakeholders in the sector to identify the needs, gaps, and priorities.
We will always strive to be transparent in our work. Our commissioning will be informed by strategic priorities, the experiences of users, and reflect the needs of the educational sector across Wales.
All our commissioning programmes will be fully evaluated so we can learn what worked and what didn’t, and we will adapt and evolve them according to feedback from a wide range of stakeholders.

The story so far
March 2022
On World Book Day, the Minister for Education and Welsh Language, Jeremy Miles, announced plans to establish an arms-length bilingual educational resources company.
July 2022
Adnodd is formally registered as a company with Companies House.
March 2023
In a statement to the Senedd, the Minister for Education and Welsh Language says: “Gaining access to high-quality bilingual educational resources and supporting materials is central to our vision and mission for education in Wales. High-quality educational resources made in Wales for Wales will enhance the quality of learning and promote learner progression.”
The remit letter from Welsh Government to Adnodd is published in March. It sets out the company’s operational remit, our overall strategic priorities for 2023 to 2026, our specific objectives and funding allocation for the 2023/24 financial year, and an indicative budget for the following two financial years.
April 2023
Owain Gethin Davies, headteacher of Ysgol Uwchradd Dyffryn Conwy, is appointed Chair of Adnodd. Five non-executive board members—Huw Lloyd Jones, Nicola Wood, Sioned Wyn Roberts, Dr Lucy Thomas, and Lesley Bush—are also appointed. Two staff members are seconded from the Welsh Government to develop a business plan and support the company’s operational set-up.
January 2024
Emyr George is appointed as Chief Executive.
April – July 2024
New staff are recruited, and a new website is developed. Initial conversations are held with partners and suppliers on what forthcoming commissioning rounds could look like.
August 2024
Welsh Government agrees additional funding for Adnodd to commission WJEC to create additional teaching and learning materials to support the rollout of new GCSEs. Two new non-executive members are added to the Adnodd Board: Natalie Jones and Mair Gwynant.
October 2024
Adnodd commissions its first round of new and updated resources reflecting Welsh Government priorities. These new resources will be published during the 2024-25 academic year.
November 2024
Adnodd publishes our first Annual Progress Report, detailing the developments we have made over our first year of business, and everything we have planned for the future! Join our community to hear about this first.
Commissioning a stronger future
To help us shape our approach, earlier this year we commissioned an in-depth research study to gather insights from key stakeholders regarding our commissioning and quality assurance processes.
This report explores their views on the current processes and identifies opportunities for improvement, particularly in light of the new Curriculum for Wales. This research will help us ensure that the resources we provide meet the evolving needs of educators and learners across Wales.

Scoping the Bilingual Educational Resources Landscape for Adnodd
This report summarises the key findings from research conducted by Miller Research and Four Cymru on behalf of Adnodd. It examines the current landscape of bilingual and Welsh-medium educational resources available for learners aged 3 to 19 in Wales, with a focus on needs arising from the new Curriculum for Wales and related national qualifications.
It also includes recommendations for improving resource availability, quality, and accessibility, and it outlines a vision for Adnodd’s role in coordinating the development of future educational resources in Wales.
