Our commissioning process

Discover how Adnodd commissions resources – and how you can be involved.

Our approach to commissioning

We decide what to commission by using evidence of needs to identify gaps in resource provision. We also review existing resources to see how they’re being used and how well they meet learners’ needs. We’re always looking to improve, so resources stay relevant and accessible.

How we commission

Through regular commissioning cycles and other funding opportunities, we appoint suppliers to create educational resources in both Welsh and English that support the Curriculum for Wales.

Our team shapes each opportunity based on sector feedback and research, so the resources we commission and fund support both teaching and learning.

All opportunities will be available on the Commissioning section of the Adnodd website.

Who we commission

We are committed to inclusivity, collaboration, and alignment with the Curriculum for Wales in all our commissioning and funding opportunities. We expect applications that consider and address the needs of all learners, including those in Welsh-medium education and those with Additional Learning Needs (ALN).

Our suppliers include publishers, production companies, subject specialists and any individual or organisation that makes educational resources.

Our research and engagement show that learners and educators want resources that are easy to find, use, and adapt. This is an important consideration for each project.

We support new funding models that spark creativity and encourage and enable people to work together to develop resources.

Commissioning priorities

Adnodd will prioritise the following areas in our 2025/26 commissioning and funding opportunities:

  • Literacy
  • Numeracy
  • Religion, values and ethics
  • Health and well-being

We will support projects that focus on early years, primary, secondary, and post-16 vocational education. We’re also keen to support projects for learners with Additional Learning Needs, including those with visual and hearing impairments.

We strive for all commissioned resources to support one or more of our cross-cutting strategic focus areas of literacy, equity, anti-racism, and well-being. For more information, see our 2025-2028 strategy.

Quality assurance

We are developing a quality assurance framework to guide everything we commission. Developed in collaboration with our stakeholders, the framework will be guided by ambitious criteria to ensure resources are fit for purpose, inclusive, and reflect diverse experiences.

Our focus is on quality over quantity, ensuring each resource meets the highest standards. Where appropriate, we support enhancing existing resources provided they can support the Curriculum for Wales.

Adnodd will publish all commissioning opportunities on Sell2Wales, which advertises public sector contract opportunities in Wales.

We strongly encourage interested suppliers to create an account on Sell2Wales and familiarise themselves with it.
