Our commissioning process

Discover how we commission resources – and how you can get involved.

Our approach to commissioning

The Welsh Government issues a Remit Letter that sets out Adnodd’s operational objectives for the Senedd term. Each year, we also receive a Funding Letter from the Government outlining the priorities and budget for the year ahead. Together, these documents provide the foundation and context for our commissioning programme.

Our commissioning decisions are evidence-led and informed by the needs of the education sector. We identify gaps in provision, analyse how existing resources are being used, and assess how effectively they meet the needs of practitioners and learners.

Research also plays a key role in shaping our decisions and identifying new opportunities. By combining evidence and research, we ensure that what we commission directly supports teaching and learning.

How we commission

Through regular commissioning rounds, we work with a wide range of suppliers to develop high-quality bilingual resources that meet the needs of learners and practitioners and support the Curriculum for Wales.

Depending on the requirement, we commission either through open competition or via our Procurement Framework. We have established an open Framework that includes suppliers, creative content producers, research, data and evaluation providers, and consultants from the education sector and other fields.

We use the Framework to procure goods and services and, in particular, to commission educational resources, creative content, research, evaluation and data projects, and consultancy services, in line with the relevant procurement terms and conditions where required.

The Framework has been established for a four-year period and will be reopened periodically to allow new suppliers to join. Further information about the Framework is available here.

We publish all commissioning opportunities on Sell2Wales, the Welsh public sector procurement platform.

If you are interested in submitting a proposal, we encourage you to create an account on Sell2Wales and familiarise yourself with the platform.

You can view all current opportunities in the commissioning opportunities section of our website. We also share information about new opportunities through our newsletter.

Our procurement partner

Caerphilly County Borough Council is our procurement partner, and we use the Council’s procurement systems. The Council’s role is to provide specialist, practical and administrative support for our tendering and evaluation processes.

The application process consists of two stages:

Stage 1 – Register on the Central Digital Platform

Any organisation wishing to work with Adnodd must register on the platform. Once registered, you will receive a Share Code, which you will need in order to proceed to the next stage.

Stage 2 – Use the Proactis e-Tendering System

This is where you will find current tender opportunities, download the relevant documentation and submit your application.

If you are a new user, you will need to create a Proactis account using the Share Code received during registration. If you already have an account, you can sign in here.

Who we work with

We welcome proposals from a broad range of individuals and organisations, including publishers, production companies, freelancers, subject specialists and creative teams.

All applicants must demonstrate an understanding of the needs of learners across a range of contexts, including Welsh-medium settings and learners with Additional Learning Needs (ALN).

Our research shows that users want materials that are easy to find, use and adapt. This should be a key consideration in every commission.

We also support new and innovative funding models that encourage collaboration and creativity in the development of educational resources.

You can learn more about our expectations on our quality assurance pages.
